A Certificate of Origin is a crucial document in international trade that identifies the country where a product was produced.
These certificates play a vital role in helping an importing country meet customs requirements. For example, countries may have varying tariff rates based on the origin of the goods, so COs help determine the correct tariff classification and applicable duty rate.
Because many countries have origin-based import regulations, COs help customs officials apply pertinent import controls and determine whether the product is legally allowed to enter.
They also support trade remedies such as countervailing duties, anti-dumping duties, and quantitative restrictions by documenting the product’s origin.
COs may be requested by a wide range of stakeholders including customs, importers, banks, buyers and freight forwarders.
According to the International Trade Administration, a non-preferential CO (not used for free trade agreement preferential tariff rates) must be certified by an external entity such as a chamber of commerce.
