The Fresno City Council on Thursday voted 4-3 to approve a text amendment to the municipal code that aims to fast-track development — with one major change: ministerial approval will no longer be part of the plan.
Fresno businesses can cash in by replacing thirsty lawns with water-wise landscaping. Through the city’s Lawn to Garden Rebate program, eligible businesses can receive $2 per square foot for swapping grass for low-water-use plants.
