FRESNO, Calif. – The Tower District Specific Plan Implementation Committee convened on January 14, 2025, at Fresno City Hall to discuss progress on the area’s specific plan update. A major highlight was the announcement of an Environmental Impact Report (EIR), anticipated for completion by late summer or early fall. Following the EIR, a 45-day public comment period will provide community members the opportunity to review and offer feedback. The finalized plan is slated for presentation to the Fresno City Council by the end of 2025.

Updated Guidelines for the Tower District
The committee will dedicate upcoming meetings to modernizing standards and guidelines for the Tower District. These will replace the outdated 2004 guidelines, which, as Adriene Asadoorian-Gilbert, Supervising Planner at the Planning Commission, noted, lacked substantial interest in zoning changes due to minimal support at the time.
“As California does not have a quality act, the standards from the city side must be clear,” Asadoorian-Gilbert explained, emphasizing the urgency of transparent processes to expedite affordable housing development. The updated guidelines aim to align with California’s growing housing needs while ensuring clarity for developers and the community alike.
The Tower District, one of Fresno’s most historic neighborhoods, is celebrated for its architectural charm and the iconic Tower Theatre, built in the 1940s. Named after this landmark, the district’s plan—originally established in 1991—has consistently focused on preserving its historic character. However, as California faces increased housing pressures, the updated plan seeks to strike a balance between maintaining the district’s cultural legacy and supporting the statewide push for development of affordable housing.
Community Concerns and Collaboration
During the meeting, community members voiced concerns over confusion between the Tower Specific Plan and the Tower Entertainment District Plan. Aaron Gossett, co-owner of the Lincoln Pub, expressed frustration, stating, “It seems that there are two separate groups, and they aren’t communicating.” The committee acknowledged these concerns and emphasized the need for streamlined communication and coordination moving forward.

The Tower Specific Plan Implementation Committee meets on the second Tuesday of each month at 5:30 PM. While the January 14 meeting was held at Fresno City Hall (Room 2165A), previous meetings have taken place at the Ted C. Wills Community Center.
Current members include Chairperson Christopher Johnson, Vice Chair Janay Conley, and Board Members Annie Lokrantz, Michael Birdsong, Myra Coble, James Kitch, and Joseph Catania.
Next Steps and Public Participation
All proposed updates, including revised standards and guidelines, will be made publicly available during the 45-day comment period later this year. This process is designed to promote transparency and actively involve the community in shaping the Tower District’s future.
